APRIL 29, 2020A Special meeting of the Board of Trustees of the Village of Lakewood, N.Y., was held Monday, April 29, 2020, 10:30 AM. This meeting was being held via Zoom.us with Mayor Randall G. Holcomb presiding, Trustees participating were Ellen E. Barnes, R. Richard Fischer, Edward J. McCague and Douglas L. Schutte. Also participating through Zoom.us were Village Clerk Mary B. Currie and Village Treasurer Apryl L. Troutman. Absent were Department of Public Works Supervisor Thomas R. Pilling, Police Chief John R. Bentley, Village Attorney John I. LaMancuso, Fire Chief Kurt Hallberg and Building Inspector Jeffrey A. Swanson.
Mayor Randall Holcomb explained the reason for the special meeting this morning was to conduct a public hearing on the proposed Village of Lakewood’s Tentative Budget for the fiscal year June 1, 2020 – May 31, 2021 and to subsequently adopt a resolution to approve a budget prior to
the May 1st deadline.
Mayor Holcomb asked if there was anyone that would like to say something before the Public Hearing begins.
Trustee Barnes said she would like to thank everyone who has been working so hard on this budget.
Trustee Barnes also said she and Village Attorney John I. LaMancuso have started the process of finding out if there is way to donate her annual salary back to the village, as a onetime payment, that would go back into the treasury and be utilized where needed in the upcoming fiscal year.
Trustee Schutte said he thinks that would be something they should talk about as a group, it would be something that could be added to the contingency budget and he would also be interested in doing the same thing.
Trustee McCague thanked Trustee Barnes for doing that and agrees it is something the Board of Trustees should discuss a little further, it would be a great way to help the village through this crisis.
Mayor Holcomb and Trustee Fischer said they would also be in agreement with looking into that a little further.
Mayor Holcomb asked the Board of Trustees to please consider a full year one percent raise for the Village of Lakewood employees, he feels all the employees are essential with all the work they do, every day, for the residents of the Village of Lakewood.
Trustee Barnes said she thinks any raises should be put on hold until closer to the end of the 2020 Calendar year, then at that point take a look at how the village stands financially.
Trustee Schutte said he also considers the village employees to be essential but does feel at this point they should not commit to any additional monitory resources until it is determined how the remainder of this calendar year will turn out.
Trustee Schutte thinks if the one percent pay raise were to sit in the contingency fund for the remainder if the 2020 calendar year and has not been spent, at that point it can be addressed once again for raises.
Motion by Trustee McCague, seconded by Trustee Barnes to recess the special meeting of the Board of Trustees so as to conduct a previously scheduled public hearing.

VILLAGE OF LAKEWOOD’S TENTATIVE BUDGET

Mayor Holcomb opened the public hearing on the proposed Village of Lakewood’s Tentative Budget, as amended, for the fiscal year June 1, 2020 – May 31, 2021 at 10:40 AM.
Mayor Holcomb asked if there was anyone to be heard concerning the proposed Village of Lakewood Tentative Budget.
Trustee Barnes and Trustee Fischer shared reading the amended proposals to the Tentative Budget.
With no one to be heard, Mayor Holcomb closed the public hearing at 10:55 AM and reopened the special meeting.

With the budget revisions, as presented, the Village of Lakewood Board of Trustees hereby adopts a budget in the amount of $ 3,776,032.00 for the fiscal year of June 1, 2020 – May 31, 2021, making appropriations for the conduct of Village government and establishing the rate of compensation for its elected officials which will remain at the previous year’s levels: Mayor $ 7,500.00, Trustees: $ 3,500.00 each,
WHEREAS THE Board of Trustees conducted a public hearing on the tentative budget at the time and place specified in the notice of public hearing and heard all persons desiring to be heard;
THEREFORE BE IT RESOLVED that the revised budget as presented hereby be adopted.
NOTE: The newly adopted budget reflects a tax rate of $ 7.904112/1000 assessed valuation, which is an increase of $ .01/1,000 assessed value when compared with last year’s tax rate.

Trustee McCague said he would like to thank everyone that was involved in putting the final budget together for all the hard work they have put into completing it and thinks the village now has a solid budget.
Trustee Fischer also wished to thank everyone for all their hard work in helping to complete the budget.
Motion by Trustee Schutte, seconded by Trustee Barnes and unanimously carried the Board adjourned at 11:01AM.
