Trustees

  • Randall G. Holcomb (Randy), a lifelong resident of Lakewood, was elected as Village of Lakewood Trustee in November 2015. Randy graduated from Southwestern Central School in 1978, Jamestown Community College in 1980 and Empire State College in 1982. Randy was appointed as the Town of Busti Assessor Clerk in 1977, Sole Assessor in 1982 and was admitted to the New York State Institute of Assessing Officers in 1985. He served for the next 30 years as Assessor for the Town of Busti, and also was appointed Assessor for the Towns of Harmony, Kiantone, Chautauqua, North Harmony, Ellery, Ellicott, Carroll and the City of Jamestown. He was elected President of the New York State Assessors’ Association in 2011. Randy retired as Assessor from all 9 municipalities on July 15, 2015.   He currently serves as a Constituent Specialist for Senator Cathy Young in her Jamestown Office. Randy is a lifelong member of the Gloria Dei Lutheran Church, where his family was charter members. He’s also serves on the Chautauqua County and Busti Republican Committees and Past President of the Sunset Hill Cemetery Association. He currently lives on West Fairmount Avenue, since 2000, with his Basset Hounds Myrtle and BarbaraJane.

  • Ellen E. Barnes, moved to the Village of Lakewood in 1988 to work for the Village. Ellen refers to Lakewood  as her adopted hometown. Two years after her “retirement”, she was appointed to serve as a Trustee on the Lakewood Village Board in June 2015. In 2016 she was elected to serve a full-term on the Village Board.

    Barnes previous work for the Village of Lakewood for 25 years, was serving the community as a member of the police department. During her tenure, Barnes also taught the Drug Abuse Resistance Education program at Southwestern Elementary and Middle Schools. After retiring from the Village, she has continued to work as a part-time dispatcher for the Chautauqua County Sheriff’s Office. Trustee Barnes received a Bachelor of Science degree from SUNY Fredonia, where she also did post-graduate work in Biochemistry/Physiology. Later on, Barnes graduated from the Chautauqua County Sheriff’s Academy. She lives in Lakewood with her two Labrador retrievers. Ellen is member of Sacred Heart Church.

  • Douglas L. Schutte (Doug) has lived in Lakewood for 25 years with his wife Lisa and their four children. A lifelong believer in the importance of participating in my community and church has lead Doug to coach youth hockey, baseball, and softball. He is the Past President, Cal Ripken Youth Baseball; Jamestown, NY. His wife Lisa is a teacher. His family attends the First Presbyterian Church in Jamestown where Doug is an Elder. He has also served on and have chaired numerous committees within the church. Doug graduated with a BA from Hobart College. As a strong proponent of education, he also serves as the Chairman of the Board of Trustees, Jamestown Business College.  In addition, he is a current Board Member and Past President of the YMCA of Jamestown, NY and serves as a Board Member of the Roger Tory Peterson Institute.  He is the Treasurer of the Lakewood Community Development Corporation and serves on the Lakewood Village Finance Committee. Doug’s career in the financial services industry started in 1984. To help clients navigate the increasing complexities of the U.S. Tax Code, he formed Summit Accounting Solutions, LLC in 2010 to provide Tax Accounting, Bookkeeping, and Tax Preparation services. Doug is a Chartered Financial Consultant Designation (ChFC), American College and currently enrolled in the Certified Wealth Strategist (CWS) program. Doug also participates in road cycling and racing for exercise and enjoyment. Term Expiration:  December 31, 2021

  • Edward J. “Ted” McCague, a resident of the Village of Lakewood since 2013, was appointed Trustee of the Village in January of 2017 to fill a board vacancy.  In November of 2017, he was elected to a new four-year term commencing in January of 2018.  He also serves as Deputy Mayor. In early 2014 Ted recognized the importance for a new comprehensive plan for the Village and led the effort to create it.  He chaired the Comprehensive Plan Steering Committee from inception until the plan’s adoption on January 9th of 2017 and currently is chair of the Comprehensive Plan Implementation Committee.  He also has served on the Village Planning Board from 2015 to 2017, and served as chair from 2016 to 2017.  Currently, he serves on numerous mayoral committees including Finance, Zoning, Plan Implementation, Streets & Sidewalks, Grants, Public Safety and Parks & Recreation. Ted is Vice President of the Lakewood Community Development Corporation, a non-profit whose mission is economic development of the Village of Lakewood, particularly, the Village’s main street, Chautauqua Avenue. Ted received a Bachelor of Arts degree from Washington & Jefferson College, a Masters from Duquesne University and a Masters in the Study of Law from the University of Pittsburgh School of Law. He is a retired airline pilot.  Ted and his wife Mary, have two children and three grandchildren and attend St. Mary of Lourdes Roman Catholic church. Term Expiration:  December 31, 2021
