The nineteenth regular meeting of the Board of Trustees of the Village of Lakewood, NY, was held Tuesday, October 15, 2019 at 6:30 PM, with Deputy Mayor Edward J. McCague presiding. Trustees present were Ellen E. Barnes, Randall G. Holcomb and Douglas L. Schutte. Also present were Deputy Village Clerk Mary B. Currie, Village Treasurer Apryl L. Troutman, Police Chief John R. Bentley, Village Attorney John I. LaMancuso, Department of Public Works Supervisor Thomas R. Pilling, and Fire Chief Steve Smouse. Absent were Village Clerk Joseph M. Johnson and Building Inspector Jeffrey A. Swanson.
APPROVAL OF MINUTES
Motion by Trustee Barnes, seconded by Trustee Schutte, to approve the minutes of the last regular meeting of the Board of Trustees, held September 23, 2019.

AUDIT OF CLAIMS
Motion by Trustee Schutte, seconded by Trustee Barnes, that the claims as audited by the Auditing Committee of the abstracts dated October 15, 2019, be approved and that the Clerk shall execute said abstracts (#19, #21), and direct payment by the Treasurer. Trust & Agency Fund: $ 53,744.54, (Checks #4884 thru #4888), Trust & Agency Fund: $ 47,728.21, (Checks #4897 thru #4898), General Fund: $ 92,814.28, (Checks #16225 thru #16278).

REPORTS
Deputy Mayor McCague wanted to let people know that the New York Main Street Grant Program has completed two (2) of the projects, 28 Chautauqua Ave. & 103 Chautauqua Ave. He also gave a special thanks to Grant Administrator, Ms. Alma Brown, Clinton Brown Co., for the exceptional work she’s done and continues to do on behalf of the program.
Deputy Mayor McCague also wished to thank, on behalf of the entire board, the Farmers’ and Artisans’ Market Committee on what a great job they did this year with the market. He continued by reading the summary of activity, which included that the event was visited by more people this year than last year and that the financial report is in the black.
Committee Chairperson Bernadette van der Vliet, said the committee did a survey of all the vendors & the outcome was that they all either stayed the same or improved their sales this year and that most of them plan to come back next year. Ms. van der Vliet said they are hoping for some new vendors next year and hope that they will be able to use the former Wilson Farms parking lot again. She also wanted to thank the Village DPW for all the help they gave them throughout the summer.
Deputy Mayor McCague wanted to announce that the Zoning Board of Appeals is in the search for a new member as an alternate. If anyone knows of someone who would be interested, please contact the Village Clerk’s Office.
Deputy Mayor McCague wanted to make sure everyone knew about the 1st Annual Fall Fest, “Witch Brew for you?” The event will take place this Sunday, October 20th from 12-5 PM on Chautauqua Ave. and will be filled with Brews, Bites & Buys. There will be live music, wine & craft beer tasting, food trucks, specials from local vendors & a “which witch” contest.
The event is intended to raise money for the Village’s 4th of July fireworks display and has been coordinated by the Chautauqua Ave. Merchants, the Lakewood Community Development
Corporation (LCDC), the Chautauqua Lake Partnership (CLP), Media One Radio Group and 59 Lucy Lane.
Deputy Mayor McCague wished to thank everyone who has worked so hard to put this event together.
DPW Supervisor Thomas Pilling reported that his crew will begin the annual leaf pick up in two (2) weeks.
Deputy Mayor McCague asked DPW Supervisor Pilling if it would be possible to put signs up on Chautauqua Ave., closing the section of Chautauqua Ave. for the Fall Fest, at least the night before the event so that no cars will be parked on the street.
Police Chief John R. Bentley reported that the Lakewood-Busti Police Department has handled seven thousand two hundred thirty three incidents year-to-date, five hundred seventy of which have occurred in the past two weeks. Chief Bentley said the department patrolled the Apple Festival on September 29th, Mall Safety Days on Sept. 28th, the Buddy Walk on October 5th and that on October 13th they had an active shooter drill at the mall with the County SWAT team. Right now the L-BPD is assisting the Sheriff’s Dept. in looking for the missing woman from the Panama area.
Chief Bentley also asked for Board approval to send one of his officers to fingerprint school, which will be held in Albany, NY, for one week in April and one week in May.

Deputy Mayor McCague closed the regular meeting and opened up the Public Hearing at 6:45 PM.

RE: A $475,000 COMMUNITY DEVELOPMENT BLOCK GRANT

Deputy Mayor McCague opened the public hearing at 6:45 PM, and asked if there was anyone in attendance from Chautauqua Home Rehabilitation & Improvement Corporation (CHRIC).
Ms. Eileen Powers, Director of Housing Rehab Services, explained the purpose of the hearing is for public comments on the Village of Lakewood’s current Community Development Block Grant (CDBG) project and to provide information about the progress of the ongoing CDBG project.
Ms. Powers gave a brief update on the current program, which she felt was going really well but thinks they will have to ask for a 6-8 weeks extension in order to get all the work scheduled done.
With no one to be heard Deputy Mayor McCague closed the public hearing at 6:50 PM.
REPORTS (CONTINUED)
Fire Chief Steve Smouse submitted the Lakewood Volunteer Fire Department’s monthly report to the board and reported that the Fire Department has responded to eight hundred fifty calls year-to-date and one hundred four for the month of September.
Chief Smouse also reported that the Insurance Service Office (ISO) review went very well and they are currently at a 4A rating, which is pretty much the highest rating you can get for a volunteer department. Also, the ISO Representative Inspector will be contacting the BPU for flow rates on their hydrant system.
Chief Smouse reported that the certificate to operate the ambulance has been renewed and they also have had crews out assisting with the search for the missing woman from the Panama area.
In the absence of Building Inspector Jeff Swanson, Deputy Mayor McCague reported that 156 E. Terrace has been razed and is completely cleaned up. Work to raze 22 E. Summit St. began today and should be finished and cleaned up by the end of the week.
Deputy Mayor McCague expressed his sincere thanks to Jeff Swanson for all his hard work in getting these two projects completed. His comments were echoed by the other members of the Board of Trustees.
RESOLUTION #158-2019 – AUTHORIZE FUND TRANSFER
Motion by Trustee Holcomb, seconded by Trustee Barnes, authorizing Village Treasurer Apryl L. Troutman to transfer $ 1,050.00 from General Fund Acct. A1990.40, [Contingent], into General Fund Acct. A8020.40, [Planning], to pay Stohl Environmental, Orchard Park, NY, for preparing Hazardous Material letters relative to the NY Main Street Grant projects.

RESOLUTION #159-2019 – AUTHORIZE FUND TRANSFER
Motion by Trustee Barnes, seconded by Trustee Schutte, authorizing Village Treasurer Apryl L. Troutman to transfer $ 1,801.00 from Trust & Agency Acct. T1903.70, [Fuel Facility O & M Surcharge], into General Fund Acct. A1910.40, [Unallocated Insurance], to reimburse SWCS for the insurance premiums paid on the joint fuel facility for the period of December 2018 to July 2020.

RESOLUTION #160-2019 – SET HALLOWEEN TRICK OR TREAT HOURS
Motion by Trustee Barnes, seconded by Trustee Holcomb, to set 5:30 PM – 7:30 PM, as the hours for Trick or Treating within the Village of Lakewood on Halloween, October 31st.

RESOLUTION #161-2019 – AUTHORIZE FUND TRANSFER
Motion by Trustee Schutte, seconded by Trustee Barnes, to authorize Village Treasurer Apryl L. Troutman to transfer $ 3,880.25 from Trust & Agency Acct. T1093.20, [Police-Federal Forfeiture], into General Fund Acct. A3120.20 [Police-Equipment], to pay for upgrades to the building’s video security system.

RESOLUTION #162-2019 – AUTHORIZE FUND TRANSFER

RESOLUTION #163-2019 – APPROVE COLLECTION OF UNPAID TAXES
Motion by Trustee Holcomb, seconded by Trustee Barnes, authorizing Village Treasurer Apryl L. Troutman to forward any and all unpaid 2019-2020 Village Tax Bills to the Chautauqua County Division of Taxation for collection. The dollar amount of unpaid taxes totals $ 78,768.87.

RESOLUTION #164-2019 – APPROVE SPECIAL MUSIC PERMIT APPLICATION
Motion by Trustee Holcomb, seconded by Trustee Barnes, to approve a Special Music Permit Application as submitted by the Chautauqua Mall, in connection to their Boo-N-Brew Fall Festival scheduled for Saturday, October 26th from 3:00PM-6:00PM. The festival will be held in the parking lot in front of the mall’s main entrance.

RESOLUTION #165-2019 – AUTHORIZE FUND TRANSFER
Motion by Trustee Barnes, seconded by Trustee Schutte, to authorize Village Treasurer Apryl L. Troutman to transfer $ 1,000.00 from General Fund Acct. A1990.40, [Contingent], into General Fund Acct. A8020.40 [Planning], to pay Clinton Brown Co., for Grant Administration services, regarding the NY Main Street Grant Program on Chautauqua Ave.

RESOLUTION #166-2019 – APPROVE & ACCEPT REQUEST FOR PROPOSAL (RFP)
Motion by Trustee Holcomb, seconded by Trustee Schutte, to accept and approve the Request for Proposal as submitted by Barton & Loguidice, Tonawanda, NY, and to select them as the Project Engineer for the Chautauqua Ave. Green Street Retrofit Project, plus authorize Deputy Mayor McCague to execute the contract and any subsequent documents associated with the project.

RESOLUTION #167-2019 – AUTHORIZE FINGERPRINT SCHOOL ATTENDANCE
Motion by Trustee Holcomb seconded by Trustee Barnes, to authorize L-BPD Chief Bentley to send one of his officers to the New York State Basic Latent Fingerprint Training School in Albany, NY from April 6th – 10th and May 11th – 15th.

ANYONE TO BE HEARD
Fire Chief Steve Smouse asked if they could have cones or No Parking signs placed along one side of Lakeview Ave. for Sunday’s Fall Fest so that the EMS vehicles would have a route to and from the Fire Station if needed.
Motion by Trustee Barnes, seconded by Trustee Schutte, and unanimously carried the Board adjourned at 7:06 PM.
